html: parse <style> elements inside <head> element.

Also correctly handle EOF inside a <style> element. Pass tests1.dat, test 49: <!DOCTYPE html><style> EOF | <!DOCTYPE html> | <html> | <head> | <style> | " EOF" | <body> R=nigeltao CC=golang-dev https://golang.org/cl/5321057
