runtime: fix data race in stackalloc

Stack shrinking happens during mark phase,
and it assumes that it owns stackcache in mcache.
Stack cache flushing also happens during mark phase,
and it accesses stackcache's w/o any synchronization.
This leads to stackcache corruption:
