Namhyung Kim reported these duplicate DPACKAGE definitions:

  test-libbfd:
       $(BUILD) -DPACKAGE='perf' -DPACKAGE=perf -lbfd -ldl

Fix all affected places and use Namhyung's suggestion that the
definition should look like a normal C string: -DPACKAGE='"perf"'.
