media: rkisp1: params: remove extra 'if' conditions

There is a repeating code pattern:

if (a || b) {
	if (a)
		...
	if (b)
		...
}

In this pattern, the first 'if' is redundant.
The code can be replaced with:

if (a)
	...
if (b)
	...
