mtd: rawnand: meson: refactor use of 'meson_nfc_cmd_access()'

Move call 'meson_nfc_cmd_seed()' and check for 'NAND_NEED_SCRAMBLING'
to 'meson_nfc_cmd_access()', thus removing code duplication.
