KVM: VMX: Drop unneeded CONFIG_X86_LOCAL_APIC check

CONFIG_X86_LOCAL_APIC is always on when CONFIG_KVM (on x86) since
commit e42eef4b ("KVM: add X86_LOCAL_APIC dependency").
