treewide: Drop WARN_ON_FUNCTION_MISMATCH

CONFIG_CFI_CLANG no longer breaks cross-module function address
equality, which makes WARN_ON_FUNCTION_MISMATCH unnecessary. Remove
the definition and switch back to WARN_ON_ONCE.
