phy: renesas: r8a779f0-eth-serdes: Remove retry code in .init()

Remove retry code in r8a779f0_eth_serdes_init() because
r8a779f0_eth_serdes_chan_setting() was fixed so that no timeout
happened in the initializing procedure.
