[PATCH] cpufreq: add driver for NatSemi Geode / Cyrix MediaGX

This patch by Hiroshi Miura adds a cpufreq driver for Cyrix MediaGX and
National Semiconductor Geode processors using "Suspend Modulation". It's
partly based on Zwane Mwaikambo's work.
