drm/amd/display: DAL to program DISPCLK WDIVIDER if PMFW doesn't

[Why & How]
- If for any reason PMFW fails to set the expected (or valid)
  DISPCLK WDIVIDER, then DAL will program DENTIST DISPCLK
  WDIVIDER to correct for this issue
