drivers: gpu: Mark functions as static in vmwgfx_kms.c

Mark functions as static because they are not used outside the file
drm/vmwgfx/vmwgfx_kms.c.

This eliminates the following warnings in drm/vmwgfx/vmwgfx_kms.c:
