ISDN: Add new Eicon driver

Armin Schindler:

- Divas driver V2 for Eicon Networks DIVA-Server ISDN PCI cards,
  consists of 5 modules: internal link-module, main driver,
  capi-interpreter module, user interface module and maint-driver
  for debugging and logging.
