selftests: mptcp: set fullmesh flag in pm_nl_ctl

This patch added the fullmesh flag setting and clearing support in
pm_nl_ctl:

 # pm_nl_ctl set ip flags fullmesh
 # pm_nl_ctl set ip flags nofullmesh
