According to the BDB documentation, the flags (e.g., DUPSORT) must match the file.

The actual BDB behavior seems to allow the flags to be 0.
TokuDB returns {{{EINVAL}}}, which seems correct.
So I changed the test to say it's OK.
Fixes #690.
