Add `scripts/decomposition/generate-loose-foreign-key.rb` script

This adds a helper script to automate loose foreign key swap.
Script does:

- create branch
- creates templated migration
- runs migrations to commit `db/structure.sql`
- updates YMLs for LFK
- updates specs for LFK
- generates LFK spec in a model
- commits
- pushes
- provides MR template

As part of our CI "decomposition" efforts we need to remove all foreign keys that are cross-database (ie. between the planned \`main\` and \`ci\` databases). We are going to replace them all with ["loose foreign keys"](https://docs.gitlab.com/ee/development/database/loose_foreign_keys.html).
