It's already being checked in the service. Also added
a new MergeRequestRuleDestroyService for deleting an MR
level rule for consistency.

Other types of rules (report_approver and code_owner) can be
generated by the system when features are enabled at the project
level.

Since these are system generated, we shouldn't allow users to
create/update/delete them.

Copy the following properties from the project rule:
- `name`
- `users`
- `groups`

This is just like the project-level rules API equivalent.
Difference is that this include a `source_rule` property.
