locking/atomics/arm64, arm64/bitops: Include <asm-generic/bitops/ext2-atomic-setbit.h>

<asm-generic/bitops/ext2-atomic-setbit.h> provides the ext2 atomic bitop
definitions, so we don't need to define our own.
