qlcnic: Enable beaconing for 83xx/84xx Series adapter.

o Refactored code to handle beaconing test for all adapters.
o Use GET_LED_CONFIG mailbox command for 83xx/84xx series adapter
  to detect current beaconing state of the adapter.
