powerpc/ppc-opcode: Introduce PPC_RAW_* macros for base instruction encoding

Introduce PPC_RAW_* macros to have all the bare encoding of ppc
instructions. Move `VSX_XX*()` and `TMRN()` macros up to reuse it.
