powerpc/tau: Disable TAU between measurements

Enabling CONFIG_TAU_INT causes random crashes:

Resolve this problem by disabling each THRMn comparator when handling
the associated THRMn interrupt and by disabling the TAU entirely when
updating THRMn thresholds.
