openvswitch: Replace removed NF_NAT_NEEDED with IS_ENABLED(CONFIG_NF_NAT)

Commit 4806e975 ("netfilter: replace NF_NAT_NEEDED with
IS_ENABLED(CONFIG_NF_NAT)") removed CONFIG_NF_NAT_NEEDED, but a new user
popped up afterwards.
