Adding "DBUG" prefix into the debug messages in Item_func_in::fix_length_and_dec()

As agreed with Sanja, debug messages printed in
Item_func_in::fix_length_and_dec() now have the "DBUG:" prefix,
to make the *.result files more readable.
Also changing level from WARN_LEVEL_WARN to WARN_LEVEL_NOTE.
