Bug#23546, Cluster configured without any arbitration

storage/ndb/src/mgmsrv/ConfigInfo.cpp:
  add a judgement for arbitration rank configuration, if neither MGMD nor API nodes
  are configured with rank = 0, show warning information;
  correct indentations around patch;
