Fix for LOAD DATA to work with embedded library

libmysqld/lib_sql.cc:
  There's now one common SCRAMBLE_LENGTH
sql/sql_load.cc:
  mysql_load fixed to work with embedded library
sql/sql_parse.cc:
  LOAD DATA enabled for embedded library
