Various little docs fixups.

  Make my life easier on bk clone/pull.
BitKeeper/triggers/post-commit:
  Little fixes in commit script (from 4.0 script).
  Added docs-commit@ notification for 3.23 (so we can more easily keep an eye on it).
Docs/manual.texi:
  Change/addition for Sinisa.
  Clarification of BDB changelog entry.
