Fix "Modified wf condition to get transitions to be available even if causality state is in "draft""

- Now when a delivery is cloned and since Julien commit 5c09e2, scripts are no longer called to "start_building" and  "update_causality_state", the delivery therefore remains in draft state. Transitions that were waiting for the the delivery to be in a "solved" state were not available any longer.

BudgetCell_view is installed by erp5_budget and this bt5 is not dependency of erp5_project. Then, if erp5_project is installed Project Cell is broken.

DeliveryCell_view is more appropriated because it is installed by erp5_trade that is a erp5_project dependency

The new approach is a script named ERP5Site_getWorkflowStateItemList that receives the portal type and the state variable (simulation_state/validation_state) as parameters and it will returns the states for the workflow chained to the portal type. This way all the standard dialogs works out of the box even if you customize a workflow chain

-Titlecase terms, uppercase abbreviations, avoid jargons, add titles to empty title forms....

Proper way is to call a global builder with a 'limit' parameter.

line breaks are too special and generates weird layout (like when adjust is used)

Select methods do not need to check if catalog data is up-to-date:
this is always done automatically by searchMovementList()

- improve speed by not parsing all day of year day by day
- improve speed by looking at much less object in zodb and use
what provides getInventoryList

now start_date column is 'delivery.start_date', so listbox_start_date should be named as listbox_delivery_start_date. same for stop_date. this change will fix following failures in erp5_project_ui_test functional tests.
