changed --today option to use localtime() instead of gmtime()
(BigM logs are written using localtime())

module version number from a CVS substitution. This actually
caused core dumps running the unit tests on OS X.

Also changed the unit test to no longer just skip the test for the
ISO splitter on OS X.

changed character set to UTF-8 to present unicode strings in a proper way

in DTML. This is a workaround because usually conversions should work
*without* importing the codecs module explictly
