net/http: remove TestTimeoutHandlerAndFlusher due to flakes

Removes TestTimeoutHandlerAndFlusher due to flakes on
one of the builders due to timing issues.

Perhaps later, we might need to bring it back when we've
figured out the timing issues.

Fixes #34573.
