cmd/dist, cmd/go: move CGO_ENABLED from 'go tool dist env' to 'go env'

        So that we don't duplicate knowledge about which OS/ARCH combination
        supports cgo.
        Also updated src/run.bash and src/sudo.bash to use 'go env'.
