strings, bytes: clarify usage of EqualFolds

This clarifies meaning of "case folding" Unicode equality with more familiar "case insensitive" wording.
For case folding properties see ftp://ftp.unicode.org/Public/UNIDATA/CaseFolding.txt.

Fixes #33447
