fmt: debugging formats for characters: %+q %#U

%+q uses strconv.Quote[Rune]ToASCII, guaranteeing ASCII-only output.
%#U a quoted character if the rune is printable: 'x'=U+0078; otherwise
it's as before: U+000A.
