    The problem is that lib_dir is NULL when calling get_target_names.
    This patch fixes it.
    
    [IPROUTE]: m_ipt: fix crash when dumping rules
    
    lib_dir is NULL when calling get_target_name, causing a NULL pointer
    dereference in the strlen call.
