When CONFIG_MODULES is disabled, we cannot dereference a module pointer:

Also, the within_module() function is not defined:

This addresses both by adding replacing the IS_ENABLED(CONFIG_ARM64_MODULE_PLTS)
checks with #ifdef versions.
