wifi: mt76: mt7925: mt7925_mcu_set_chctx rely on mt7925_mcu_bss_rlm_tlv

make mt7925_mcu_set_chctx rely on mt7925_mcu_bss_rlm_tlv to get rid of
the redundant code.
