staging/easycap: kill EASYCAP_NEEDS_V4L2_DEVICE_H and EASYCAP_NEEDS_V4L2_FOPS

EASYCAP_NEEDS_V4L2_DEVICE_H and EASYCAP_NEEDS_V4L2_FOPS are required in
in-tree driver
