audit: fix oops removing watch if audit disabled

Removing a watched file will oops if audit is disabled (auditctl -e 0).

To reproduce:

- touch /tmp/foo
- auditctl -w /tmp/foo
- auditctl -e 0
- rm /tmp/foo (or mv)
