[PATCH] cpufreq: fix compilation of ACPI if !CPU_FREQ

here's the compile fix for this breakage which appears if CONFIG_ACPI &&
!(CONFIG_CPU_FREQ_TABLE || CONFIG_CPU_FREQ_TABLE_MODULE).
