MIPS: Platform files for XLR/XLS processor support

* include/asm/netlogic added with files common for all Netlogic processors
  (common with XLP which will be added later)
* include/asm/netlogic/xlr for XLR/XLS chip specific files
* netlogic/xlr for XLR/XLS platform files
