mmc: sdhci: Remove SDHCI_QUIRK_MISSING_CAPS

Now that it is no longer used, remove SDHCI_QUIRK_MISSING_CAPS.

Note, from now on, __sdhci_read_caps() should be used to provide missing
capability flags.
