[PATCH] lockdep: annotate DECLARE_WAIT_QUEUE_HEAD

Another case of non-static lockdep keys; duplicate the paradigm set by
DECLARE_COMPLETION_ONSTACK and introduce DECLARE_WAIT_QUEUE_HEAD_ONSTACK.
