cpuidle: add ARCH_SUSPEND_POSSIBLE dependencies

Some ARMv4 processors don't support suspend, which leads
to a build failure with the tegra and qualcomm cpuidle driver:

Add an explicit dependency to make randconfig builds avoid
this combination.
