usb: core: Kconfig: TPL should apply for both OTG and EH

Update configuration for USB_OTG_WHITELIST, any targeted hosts
(non PC-hosts) can have TPL (Targered Peripheral List).

rejected during enumeration. This behavior is required by the
USB OTG specification for all devices not on your product's
