virtio-gpu: add virtio_gpu_queue_ctrl_buffer_locked

Add virtio_gpu_queue_ctrl_buffer_locked function, which does the same as
virtio_gpu_queue_ctrl_buffer but does not take the virtqueue lock.  The
caller must hold the lock instead.
