rcu: Fix backwards RCU_LOCKDEP_WARN() in synchronize_rcu_tasks()

The RCU_LOCKDEP_WARN() in synchronize_rcu_tasks() triggers if the
scheduler is active, which is backwards.  This commit therefore
negates the test.
