inet: use #ifdef CONFIG_SOCK_RX_QUEUE_MAPPING consistently

Since commit 4e1beecc ("net/sock: Add kernel config
SOCK_RX_QUEUE_MAPPING"),
sk_rx_queue_mapping access is guarded by CONFIG_SOCK_RX_QUEUE_MAPPING.
