qed: Add vport WFQ configuration APIs

This patch adds relevant APIs needed to configure WFQ
(Weighted fair queueing) values for the vports. WFQ configuration
is used per vport basis when minimum bandwidth update/configuration
is notified to the PF by the management firmware.
