KVM: arm/arm64: vgic: Implement KVM_DEV_ARM_VGIC_GRP_LEVEL_INFO ioctl

Userspace requires to store and restore of line_level for
level triggered interrupts using ioctl KVM_DEV_ARM_VGIC_GRP_LEVEL_INFO.
