dt-bindings: soc: mediatek: convert pwrap documentation

- Convert soc/mediatek/pwrap.txt to soc/mediatek/mediatek,pwrap.yaml
- Add syscon compatible const for mt8186 and mt8195 to match the DTS needs,
  which is missing from pwrap.txt.
