scsi: megaraid: Fix error check return value of register_chrdev()

If major equals 0, register_chrdev() returns an error code when it fails.
This function dynamically allocates a major and returns its number on
success, so we should use "< 0" to check it instead of "!".

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
