Similarly to build_ext we need ccan/config.h to be present for dso to build. NOTE we cannot fix it in exactly the same way as for build_ext: if we split build_dso into build_dso and ll_build_dso, `make all` will still go to infinite recursion: build_dso -> ll_build_dso -> build_dso (not ll_build_dso, this is controlled by setuptools_dso) -> oops.
